STATE INTELLECTUAL PROPERTY MANAGEMENT CONFERENCE 2024

On the morning of March 29th in Hanoi, the Intellectual Property Office collaborated with the Hanoi Department of Science and Technology to organize the State Intellectual Property Management Conference 2024.

The conference welcomed the participation of Mr. Huynh Thanh Dat, Minister of Science and Technology of Vietnam; Mr. Bui The Duy, Deputy Minister of Science and Technology; Mr. Le Hong Son, Permanent Vice Chairman of the Hanoi People’s Committee; Mr. Luu Hoang Long, Director General of the Intellectual Property Office; and Mr. Nguyen Hong Son, Director of the Hanoi Department of Science and Technology, along with representatives from various ministries, sectors, universities, research institutes, industrial property representative organizations, enterprises, and delegates from departments of science and technology across the country.

The contents discussed at this conference are quite comprehensive, including:

1. Evaluation of the results of implementing state management activities regarding intellectual property nationwide in 2023 and the orientation of tasks for 2024;

2. Discussion and proposal of solutions to address challenges in industrial property and innovation activities at both central and local levels.

3. Introduction of new regulations in Vietnam’s industrial property laws and the status of industrial property activities worldwide.

4. Reporting and discussion on solutions to support the development of intellectual property assets in Vietnam, supporting the registration of intellectual property rights abroad, etc.

Speaking at the event, Minister of Science and Technology Huynh Thanh Dat stated that the annual Intellectual Property Conference has become a significant forum for the science and technology sector, where the Ministry of Science and Technology, directly through the Intellectual Property Office, reports on the state management activities regarding intellectual property at the central level. The conference also serves as a platform for exchanging information on intellectual property activities at local levels, within enterprises, research institutes, and universities.

According to Minister Huynh Thanh Dat, in 2023, state management activities regarding intellectual property achieved notable results, with a highlight being the improvement of institutional mechanisms, policies, and laws. However, the Minister also expressed that many state management activities regarding intellectual property are facing significant challenges due to the necessity for innovation to further enhance the effectiveness of these activities.

Also at the conference, Mr. Le Hong Son, Permanent Vice Chairman of the Hanoi People’s Committee, mentioned that currently the city was focusing on promoting the development of intellectual property assets associated with the science and technology market.

In recent times, the number of industrial property registrations has significantly increased, contributing to enhancing both the spiritual and material values for society. Hanoi leads the country in terms of the number of patents and applications for intellectual property rights. Additionally, Hanoi ranks first in the local innovation index published by the Ministry of Science and Technology.

Mr. Nguyen Van Bay, Deputy Director of the Intellectual Property Office, stated that in the current situation, with the increasing demand for effectiveness in the enforcement of intellectual property rights in international commitments that Vietnam participates in or negotiates to sign, the issue of improving the effectiveness of the intellectual property enforcement system in our country is becoming an urgent task.

To achieve this, it is necessary to continue to strengthen training and capacity building in industrial property for officials of intellectual property enforcement agencies, establish mechanisms for close coordination and exchange of information and experience among intellectual property enforcement agencies and with state management agencies on industrial property at both central and local levels.
